A suspect has been arrested in New York after people were reportedly shot by the driver of a car.

Police said they made the arrest after responding to "reports of shots fired" near the West Side Highway in Lower Manhattan. They urged people to avoid the area as a major emergency services operation was under way. Unconfirmed reports on social media suggest a man drove at cyclists in a cycling lane before opening fire. The number of casualties is at present unknown.

WILLOW SMITH'S NEW ALBUM DROPPED JUST IN TIME FOR HER 17TH BIRTHDAY

Willow Smith  is about to head out on tour with  Jhené Aiko  beginning next month, and it always works best to have some new music available when you're in that opening slot. Luckily, Willow will be prepared: She just dropped a new album on Tuesday (October 31) — her 17th birthday — called The 1st . It opens bracingly with the baroque and lovely "Boy," with Willow narrating her inner feelings about a certain guy in the musical vein of  Esperanza Spalding  and even Joanna Newsom. By the end of the sparse and pretty record, which spans 34 minutes, Willow's spent time spreading her bellowing voice over delicate acoustic guitars ("Romance"), skittering percussion ("Oh No!!!"), and borderline late-'90s grunge ("Human Leech"). Noah Schnapp —who knew? Apparently the folks behind  Stranger Things  new the 13-year-old actor had the chops to pull off the emotional arc in season two. "When we hired him, we knew he was incredible and we knew we were going to under utilize him in season one. We just said to him, trust us, you're time is coming. Well, season two got here and his time came and he crushes. He completely, utterly crushes," director and executive producer  Shawn Levy said. Kenya braces for repeat presidential election

Kenyans began voting for a new president Thursday for the second time in three months, despite  the main opposition  candidate's call for a boycott of the latest race. Last month, the Supreme Court took the unprecedented step of  annulling incumbent President Uhuru Kenyatta's August 8 victory  -- in which he received 54% of the vote -- after opposition leader Raila Odinga  claimed the results  were electronically tampered with. The court ordered the rerun Thursday. While the high court ruling appeared to offer vindication for Odinga, the opposition leader stunned  the country earlier this month when he dropped out of the race, saying the electoral commission had not implemented reforms. Odinga urged his supporters to boycott the election, raising the possibility that millions will shun the outcome. A day before the election, activists made a last-ditch effort  to stop the vote . Colton Haynes Is Marge Simpson for Halloween and ¡Ay, Caramba!

¡Ay, caramba! You may never be able to unsee this... Colton Haynes , known for his  elaborate  and sometimes controversial  Halloween costumes, dressed up like Marge Simpson Tuesday at the second annual Black Magic Halloween party, presented by Freixenet Cava. Former WWE Wrestler Stops Suicidal Woman From Jumping Off a Bridge: "I'm Really Glad I Saved a Life"

You never know when you're about to save a life. Just ask professional wrestler  Davey Boy Smith Jr. The former WWE competitor and Canadian native took to Facebook this week after stopping a stranger from jumping off of a bridge in Calgary. As he explained on his social media page, "I saw a girl crying and hanging off the bridge with someone trying to talk to her. I stopped and jumped the barricade and tried talking to the girl. And she was crying and an emotional mess and threatening to jump if I got closer. With people on the ground waving her not to jump I decided to grab a hold of her and not take any chances." As he explained online, Smith used his experience in grappling to pull her up from where she was hanging off. "She was crying and said she just wanted a hug," he described.
